The High Counsel can be either in the form of Trial, Referendum, or simply a gathering where Camelot meets and debates of its future. Usually, the King is the one who calls for a High Counsel, because he wishes to have the advice of his people or because he wishes to debate the fate of one of the guild members. The High Counsel is then posted and a meeting time is set.

Note that the King has always the right to decline the High Counsel gathering. He remains the only member to choose of the gathering or non-gathering of the High Counsel.


Here is what to have to know about the High Counsel:

1 - Dates are posted on forum in "What's new?" and in-game via the famous "Guild Announcement."

2 - Those absent do not vote.

3 - Everyone can attend the High Counsel and speak.

4 - The King speaks last in order not to influence his people with his vision before they express themselves.

5 - Only members of Chivalry, Clergy, and Nobility (along with the King) can vote. Note that Clerics of Dwayna have two voices.

6 - The King can decide not to gather his Counsel, but if he does decide to gather it, he has no right of veto. He has by law to follow the majority vote of his people.

Finally, in case of the absence of the King, and his unawareness of most of the details of a situation, a more informed Duke / Duchess can gather the High Counsel, but is not allowed to take the sanction, just to gather the votes and present the results to the King. In such a case, as he has not called for the gathering to be summoned himself, he can use his right of veto on the outcome.


Most classical issues debated during High Counsels are:

- the guilt or innocence of guild members when accused of having misbehaved.
- the acceptance and refusal of a new law or a specific amendment.
- Future plans and projects for the guild
- an Alliance

In some cases, especially when the High Counsel conducts a Trial, a sanction is to be chosen, either Light, Medium, or High (check the article "Degrees of sanctions" for more info)
